The American Indonesian Exchange Foundation (AMINEF) is the binational Fulbright commission for Indonesia. We manage the Fulbright Program and other exchange programs funded by the United States government. For more than seventy years, these programs have sent Indonesians to study and research in the United States, and brought Americans to teach, study, and research in Indonesia.

More than a scholarship, Fulbright is a platform for producing and sharing knowledge that improves societies, at the policy-making level and, above all, in the daily lives of ordinary citizens. Indonesian and US Fulbrighters are drivers of change.

Why this role, why now

This is a build role, not a maintenance role.

AMINEF has adopted a new evidence-backed communication strategy. Every significant decision in it came from data, including where to invest across social channels, content, the website, and alumni programs. The Head of Communications is expected to keep that strategy current and revise it when conditions change. Comfort with numbers is therefore central to this job, not a bonus.

The role comes with the strategy, but it is not meant to be written in stone. You are welcome and expected to propose improvements as conditions change. You will be responsible for translating this strategy into a planning routine, including a content calendar, an event calendar, and a monthly metrics report. You also inherit real assets: some 3,400 alumni, and the largest social media following of any Fulbright commission in the world.

What you will do

Strategy and standards

  • Own the approved communication strategy. Defend it and evolve it when the evidence changes. Use it to settle content and craft decisions across the organization.
  • Attract applicants who fit our vision of Fulbrighters as changemakers, whether outbound (Indonesians going to the US) or inbound (Americans coming to Indonesia).

Measurement and the digital pipeline

Measurement is central to the role, not a supporting part of it.

  • Set the measures and read the numbers yourself. Work with leadership to set the annual objectives and define the KPIs against which progress will be judged. Read the dashboards without an intermediary, decide what to change based on what they show, and report to the Executive Director monthly on a single page.
  • Close the gaps in what AMINEF measures. Specify what needs to be collected, where, and by whom.
  • Know the pipeline end to end, including the parts external suppliers deliver. You need to understand it well enough to write requirements, judge what comes back against them, and build the same understanding in the team over time.
  • Commission and judge specialist digital work. Search engine optimization, user experience and interface design, and web development are expected to be contracted out rather than done in-house. You write the brief, set what counts as acceptable, and judge the result.

Planning discipline and ways of working

  • Run the planning routines: the monthly content calendar, the event calendar, and the one-page monthly metrics report.
  • Maintain working relationships with Indonesian and American program teams as equal partners.

People and budget

  • Lead, coach, and develop the team. Make the division of labor durable.
  • Manage the communication budget.

What we require

Must have: experience and hard skills

  • At least 8 years in communication, marketing, or brand roles. This includes at least 3 years leading a team and owning a plan, meaning objectives, budget, calendar, and measures. Any sector: nonprofit, agency, corporate, or media.
  • Audience strategy skill you can demonstrate. You can define a target audience, the response you want from them, the message, and the channel. You can show a campaign or program you built that way.
  • Working command of digital analytics, used to make decisions. You read GA4 and social platform analytics yourself rather than through someone else’s report. You set measures that map to objectives. You change the plan when the numbers say so. You can explain to a non-specialist what a number does and does not prove. You are accountable for all of this every month.
  • Able to commission and evaluate specialist digital work: search engine optimization, user experience and interface design, and web development. You write the brief, set the acceptance criteria, and judge the result. Hands-on execution is not required.
  • Content strategy oversight. You have directed editorial calendars, tone and manner standards, and multi-channel content operations. You do not need to have produced them yourself.
  • Budget ownership for a function or a major program.
  • Professional fluency in Bahasa Indonesia and English, written and spoken.

Must have: attributes

These are weighted as heavily as the hard skills above.

  • Deliberate institutional-trust-building. You can show that you entered a new environment and earned authority through visible results.
  • Coaching leadership. You develop a small team’s capability. You are comfortable being reviewed on adherence to the strategy, not on individual outputs.
  • Honesty about evidence. You can tell the difference between what the data shows and what people expect it to show.
  • Steadiness under constraint. You can plan for contraction, defend priorities when budgets tighten, and absorb ambiguity without stalling.

An advantage

  • Hands-on search engine optimization strategy, particularly competing for early, generic search demand.
  • Managing a technology or digital services supplier, including defining scope and setting requirements, or leading a website redesign with user experience professionals.
  • Research literacy: you have commissioned or used surveys, focus groups, or share-of-search analysis, which compares how often people search for you against competitors.
  • Familiarity with the international education, scholarship, or exchange sector, or with US-funded institutions and their compliance environment.
  • Media relations and storytelling through public figures or alumni.
  • Community building: you have mobilized alumni, members, or volunteer networks as a communication channel.
  • Bicultural fluency across Indonesian and American professional cultures.
