Dr. Shelley Herron is a Fulbright Specialist who will collaborate with the Local Government of Palembang from April 6 through 22, 2026, to carry out a project on Positive Learning Environments for Quality Education in the city.

She earned her Ph.D. in Special Education from the University of North Texas and completed executive leadership studies at the University of Colorado Denver. Her career has focused on advancing positive inclusion by helping schools create supportive, collaborative environments where students of all abilities and backgrounds can succeed. As a Research Associate at the University of Colorado Boulder, Dr. Herron mentored teachers in co-teaching, culturally responsive instruction, and inclusive classroom practices. She developed professional development, supervised teachers, and supported partnerships between universities, schools, and communities to improve equitable access to education, particularly for multilingual learners and students with disabilities.

Dr. Herron also served as a Director of Special Education, where she strengthened inclusive systems, mentored educators, and expanded opportunities for students to learn alongside their peers. She has taught university courses, developed nationally used educational assessments, and published research on equitable practices. As a Fulbright Specialist, she is committed to partnering with Indonesian educators to strengthen inclusion and positive outcomes for all learners. She values collaboration and empowering teachers to lead inclusive change in their schools worldwide today.
